What I suggest is to go to the install folder, delete all DLC from the Steam side, C:\Program Files (x86)\Steam\steamapps\common, and then check to see if the game folder in documents has any and delete it there as well. For the EA App, it would be here C:\Program Files\Dragon Age Inquisition\__Installer\DLC - Or D: depending on how you have it

To see what DLC are unlocked for you, then click the manage button beside the play and then click on the top button, manage add-ons and it should list every DLC unlocked and/or installed. I do know the EA Play app they "upgraded" everyone too, has been meh at best, especially with Bioware games and DLC.
They don't work.. I think somebody posting this same problem on ea's forum a year ago managed to find out that the dlc copies included are not verified as being tied to your account/purchased, so the game doesn't recognise them as being installed/owned, even though they are on gamepass. If you pester ea enough they might give you a code to
